Renew or Join the Pennsylvania Towing Association

December 1, 2025

Wow, it is hard to believe how quickly 2025 is going past.  I hope it has been a successful and profitable year for you, and a safe one for your company.  As you invest in the future of your company, I hope you are also ready to invest in the future of our industry by renewing or joining the Pennsylvania Towing Association.

The board members have been very busy working on behalf of our industry.  We have been vocal about issues that concern our industry.  And because we have been vocal, we have been invited to meetings that we were never included in before.  Board members have met with state senators and representatives stating our views, concerns and support for various pieces of legislation.  Because of that, we have been able to stop or severely delay legislation that would not have been beneficial for our industry.  We will continue to battle against the “Enterprise” bill which wants to limit the amount of time that we can charge for storage.  We have also stalled Senator Picozzi’s bill which would wreck chasing a criminal offense.  WE ARE AGAINST WRECK CHASING!  However, making it a criminal offense could open the door for honest towing companies being accused of wreck chasing.  We have all been told by vehicle owners, “I didn’t call you to tow my car, I’m not going to pay the bill.”  Like we told the senator, there are laws already in place, they need to be enforced.

We are working to educate legislators about what we face every day in keeping the roadways clear and commerce moving.  We met with members of the Insurance Commission and are working on convincing them to issue a directive like Maryland, Delaware and Virginia have, that we get paid under property damage liability coverage of the vehicle’s insurance policy.  Enclosed is a template for a letter to send to the Insurance Commissioner regarding not getting paid under property damage liability.  Please use this as a guide and send a letter on your company letterhead to let them know this is a real problem for our industry.

We met with Major Krol of the Pennsylvania State Police Bureau of Patrol regarding the updated FR 6-2.  We stated our concerns and opinions.  While it seems like it didn’t make a difference on the end result, we got invited to meet with them, which is a huge deal.

We continue to strive to make the abandoned vehicle process quicker and less complex.  House Bill 593 has passed in the House of Representatives.  Now on to the Senate.  We are trying!

Our lobbying firm, Shafer Government Affairs, has made a lot of these meetings possible.  They are our eyes and ears in Harrisburg.  Because of their diligence, we have been able to deal with proposed legislation before it even goes to a committee.  And we recently retained the services of James B Halligan III of Siana Law to represent the PTA in legal matters.

We have made these moves to strengthen our voice.  We have made these moves to represent all of you in a more powerful way.  But these moves come with a cost.  We need each and every one of you to renew your membership or join the association if you are not already a member.  Your membership dues make all of this possible.

I promise you that we will continue to fight for the good of the industry and will be transparent in all that we do.

Sincerely,

Gwen Null, President.
